When a unit adopts a shared template, ClearedFor copies it into that unit's own library as its own document of record. The unit publishes and its families sign that copy.
Your later edits don't rewrite theirs
Because each unit holds its own copy, revising your template later never changes a form a unit has already published or that families have already signed.
Adopting is the unit's choice
You offer a template; the unit chooses to adopt it. A unit's own form always wins — sharing standardizes the starting point, it doesn't overwrite local forms.
Sharing credits and sharing forms are two independent switches on the same link — turn on either, both, or neither.

Each unit posts and manages its own activities, tracks its own signatures, and carries its own emergency packet. You don't sign, publish, or clear on a unit's behalf.
